To purchase weapons & armor from him you need Legendary Fragments, which you may purchase in Farms. Xur will be there from Friday the 26th of June until Tuesday, then it will disappear again.

Nobody can predict where Xur will pitch his black market! Likewise, no one has yet managed to decode his inventory, where Xur appears and what he will offer the players, we only learn when Xur appears.
