Rumours suggest that the new BioShock game may have two cities.

But I am impatient and the rumours that there will be a dual-city system within your BioShock are making me very excited. I would love to play it now, thank you.
There are alleged screenshots that show details about the next BioShock game. Codenamed BIOShock Isolation both VG Chartz as well AltChar reported on the leaked pitch for the game by Oops Leaks Twitter account. The pitch for the game was leaked by Twitter account Oops Leaks. It appears that there will be two cities the player must explore.
The most notable of the leaked images are two slides that show cities at war. Oops, Leaks tweeted: “A slide from BioShock’s new pitching presentation. Two cities might have radically different ideologies, one underground and the other above ground. They share a border zone that is ‘flipside’ with unrestrained vertical warfare.’
The text on the image reads: “City 1 – A free and prosperous society led by an entrepreneur” and “City 2 – An isolated underground city, separate from the upper world and led by a dictator who is waging a horizontal war.” The “Flipside zone” is a horizontal line that runs between them. BioShock fans might be surprised to learn that this slide calls back to the IP and has bird emblems and cages near the cities. These are the same as Elizabeth’s necklace in Infinite.
Concept influences were also revealed for the story. The story/world is based on The City and the City and the City, We and Shantaram. The film Citizen Kane also appears to be a reference. This information is not complete and should be taken with caution. However, the vibes from this project seem plausible.
Oops, Leaks also tweeted clarifications. These screenshots appear to be from 2019, according to Oops Leaks. The screenshots appear to have been taken in 2019, but the unveiling could take place at The Game Awards in the latter half of the year or early 2022. Keep your fingers crossed, but we are excited to see if Isolation is as good as these screenshots show.
