To get the Queens’ Court, you more likely than not finished “Door between Worlds” abundance from Petra, for the Offering to the Oracle.
Go to Divalian Mists (Dreaming City), southwest and advance toward Spine of Keres. When you go to the Oracle Engine to show the offering, an entry will open up sending you to the Queen’s Court.
