You need to unlock the Water Balloon, which you can do with one of the previous challenges – Eliminate players with the Daily Weapon or the Drum Gun.
Have you unlocked the water balloon you just need to equip it and put it on a button. Then you can enter a game and throw the water balloon at other players.
